Please note: Oregon State's Office of Developmental Disabilities Services (ODDS) will assume responsibility for
issuing Adult Care Home (aka Adult Foster Home) licenses for residents with intellectual and developmental
disabilities, effective January 1, 2026. Per Oregon Administrative Rule (OAR) 411-360-0040 (2) which states:
"The Department [Office of Developmental Disabilities Services-ODDS] shall recognize an adult foster home license
issued by the Multnomah County Adult Care Home Program pursuant to ORS 443.780 as a valid license to operate
an AFH-DD under these rules on and after January 1, 2026, until the expiration date of the license or upon the
issuance of a new license under these rules. Any administrative sanction imposed under Multnomah County
Administrative Rule 023-160-100 prior to January 1, 2025, is a de facto sanction administered by the Department [ODDS]."
